Questions about CIX architecture

A couple of questions about the workings of the CIX.
I had thought they were going to open a CIX East Interchange. Have they? I
thought the 64 kbs satellite link from Moscow to Washington DC joined the
internet at CIX East? If I am wrong perhaps it joins at MAE East? What about
foreign members of the CIX. Do they have to run a dedicated line all the way to
California? If a CIX East interconnect is not yet open, when will it be?
