Far be it for me to try to read the military's intentions like one
might read tea leaves or entrails or other portents, but is it
possible that the actual scenario might be that this just means that
they *will* have systems which are on the internet, but those will be
separately managed. That is, some sort of cleaning up and division
into separate schemes rather than what seems to be assumed here, i.e.,
that folks in the military domains will have no access to internet?
Thus the ultimate effect being more semantic than catastrophic?
I have no idea, but I also suspect there may be something subtler
going on here than meets the eye. We've become accustomed, over the
years, to view the .mil network as a monolithic entity and that might
be what's changing rather than overarching connectivity, some ability
to separate out mission (from a management perspective) more easily.
