Very very well said Lars!  The situation to me seems to be very
close to what you described if not a 100% match.

I think the nub of the problem is in the relationship of the agreement
connecting OARnet directly to the ANS backbone rather than in OARnet's
apparent lack of CIX membership.

I'm discussing the CAS russian chemists situation privately with Alison
Brown at OARnet now and Have seen some encouraging information from her.

In the meantime the larger issues you raise *ARE* important and I hope
we will hear from Bil Washburn and/or the CIX governing board members
here directly as well as from someone with policy decision making power
at ANS.
