Need info on financial assist for community college Internet connect.

I have heard (and it has probably been discussed here before, I just couldn't
weed it out of the archives) that community colleges all have available to
them a sizable chunk of change to be used for connecting to the Internet.
Can anyone provide me with pointers to more specific information (e.g. how
much money is available? is it a one-time lump sum? On what kinds of things
can the money be spent? What kind of paperwork does one have to fill out?
etc).
