Good policy position.

It's not clear that a state or local PUC would have the jurisdiction
under Computer III doctrine to "move."  It would at least be challenged.
Apart from jurisdiction, it will be important to get the PUCs to
appreciate that this sector is thriving quite nicely without their
being involved - and that they can best help by playing a cheerleading
role at the local level.
