Its seems to me the issue is two fold:

	1. is it authorized traffic within the NSF/CREN/etc 	 
	guidelines as well as authorized use of campus networks  
	(remember they may have different guidelines
	
	2. can anyone write a broad interpretation of such a 	 
	guideline that would allow such announcements as well as  
	books etc.
	
>From my standpoint, I would support announcements but no ordering  
etc. lets use the phone, fax etc for placing orders etc.  Limits..  
yes some. Guess an announcement of a bulk buy of toilet paper while  
critical to the nations R&D facilities is probably outside rational  
interpretation of any rational guidelines. Books, equipment,  
conferences , both profit and not for, comm services, etc should be  
ok.

Anyone have the energy to try to formulate such a set of guidelines?
