Marvin,

Thanks very much for the details of current regulation.  The question, 
though is whether the current rules still makes sense for IP vendors.

Noteably, I'd argue that common carriage, privacy, interconnection, 
interoperability, and possibly universal service all come into play as we 
move toward an NII -- at that the enhanced carriers are part of the mix.
