Karl,
    This may be true with existing assignments of IP numbers.  It would not
true if IP numbers(or their successor numbers) of different classes of users 
were assigned with different subnets.  For instance, if .com users were
assigned to different high level subnets than .edu users, it would be possible
to permit all traffic from .edu users to travel to .com users but prohibit
traffic in the opposite direction.  I'm not saying this is desirable but it
should certainly be possible.  It seems more of an administrative issue rather
than a technical issue.
