Ah, registration! The statement is:
GOSIP Users please note: Registration with ANSI does not guarantee
that the alphanumeric name registered will be accepted by the U.S.
GOSIP Registration Authority. The U.S. GOSIP Registration Services
"Instructions to Applicants" document can be obtained from the
address below.

The explanation is simple. ANSI hands out alpha ids directly under
the country=US arc of the registration tree. GSA hands out alpha ids
under the country=US, org=GOV arc (i.e., GSA is a second-level
registration authority). The ids that GSA hands out do not have the
same scope as those from ANSI.
