Marty,
I was talking about IP net and Autonomous System number registration
and it occurred to me on reading your message you thought I was talking
about domain name registration. As to the latter, I would surely think
one would not want to confine the discussion to .com - but it is possible
that the registration rules/costs would not be uniform across all
subdomains. There is a summary of a workshop on NIC matters prepared
by Mike Roberts and Bob Gillespie for NSF which is in the works and
might be a first cut at your suggested briefing paper.
