Craig,

the cost of managing the assigned number space is considerable -
real people do it full time at places like SRI International,
MERIT, and so on. For many years, the Defense Communications
Agency undertook to fund this, but it really isn't in their
charter and they really cannot continue to justify it. 

Please keep in mind that there is more than the domestic
scene to be dealt with - the Internet operates in 26+ countries,
and the growth rate is very significant. 

I don't think the costs per addr would be very high -nothing like the
ANSI numbers that you showed us (wow, I am glad I was sitting
down!).
