And the $30 question is, new registrations, or all registrations including
extant ones? Who will pay? Why restrict this to com? How about all
those k-12 organizations that are going to show up under .edu?
We should also consider other alternatives, possibly allowing registrations
under .NET ala ABCINC.PSI.NET.
A good briefing paper on the domain registration problem (undoubtedly
principally written by the NIC, the government, and some "consumers")
would be nice before we jump into a solution.

Ed,
I think you have a good point - we need to consider a pay as you
go registration in any case because it doesn't seem appropriate
any more for the U.S. government to pick up the tab for operating
the Internet Registry all on its own - especially given the burst
of commercial registration under way. Seems as if there may be
a number of motivations for thinking about your suggestion.
