Why do you assume the route that gives the money to the mid levels rather than to  
the end users  -- at least the schools. 


I have thought for a long time and I can not come up with a plan OUTSIDE OF  
REGULATION that provides me, the end researcher, with any influence over the  
service and quality supplied by the mid level under your way. 


If money goes to the end users/institutions then there is a mechanism called the  
free market for suppliers at the mid-level to compete for my business. Part of  
their competition for my business is the reliability and technology used by the  
backbone they choose. Who knows maybe I want a Greater Philadelphia Network rather  
than one chosen for me by the Government as a result of some funding decision  
making mechanism in DC.
