Of course, the University is -- and a bundle, too.

You should not think ill of the Internet because you use it for free; you
might thank the University administration (now there's a novel idea!) for
recognizing the value of the 'net to scholarly discourse and choosing to
absorb its expense instead of billing end-users such as yourself.

Or you could excoriate the University and DEMAND to be billed.  Your choice,
I guess.
