(Warning: I haven't had the time to wade through all the legislation
currently before Congress.  If any of what I'm asking about is in
there, pointers are greatly appreciated)

I've been watching all the discussion on this list and on RISKS for
awhile (a year or more).  From everything I've read, there's one issue
which I've seen mentioned many times, but I haven't heard anything
about.  Can anybody give me any information on efforts to give the
various network providers common carrier status?  It seems that
without this, any private network will either be forced to remain
restrictive on content, or will be forever in conflict with the
government over what they carry.
