People seem to be assuming that all the management burden would be on
the schools.  Seems most likely (IMHO) that the local Board of Ed
would set up its own domain, nameserver, etc., and handle the schools
as subnets.  This would probably be most efficient, since there likely
won't be enough trouble at any individual school for a full-time net
manager, but the entire county (or whatever) would probably need it.
