I thought that I said something like this. I certainly intended to say
it -- though not in such eloquent terms as Barry did. There need to
be some significant initial application to justify the creation of the
opportunity. Then we can see what successful applications grow out of
the opportunity.

:comment that we need to put *something* out there and wait for applications
:to develop. I just think that one or two museums (or libraries) and some
:teacher training should be available from the start.
