In reading this report, don't forget that the LBL/LANL presentation 
contained very preliminary information.  I considered it quite 
significant that NSF wanted the IETF to have the opportunity to 
hear and comment on this activity at such an early stage.

P.S.  Gee, "World War 3"??  Perhaps my hide has just been toughened up 
by some previous "lively interchanges" in the IETF (like SNMP/CMOT and 
OSPF/IS-IS), but this discussion surely did *not* feel like World War 3!
