I think it may actually be the second most important development in wide-area
networking in quite some time.  The first, i think, important development was
PSI's announcement of FLAT RATE pricing for a Value-Added Network (VAN)
services.  Especially TCP/IP network services.

I think CompuServe's CPN X.25 network may have actually had flat rate
pricing before PSI's announcement, but only as an option.  With PSI (and
UUNET) it is the only option.

I don't know if Telenet, Tymnet, ACCUNET, et al are getting worried yet,
but having the various commercial providers of TCP/IP VAN services
interconnecting ala CIX is very noteworthy.  It is something the X.25 guys
should have done long long ago.
