I don't think this applies as you believe it applies.

We have no problems registering domains.

 I noticed that the NIC has changed the DOMAIN-TEMPLATE.TXT form.  They now
 require name servers for domains to be on Government-sponsored networks.
 
 How does this effect customers of non-government sponsered networks like
 Alternet and PSInet?  Is there some background to this change?
