not clear what the question  is.

if it's
	modem -> terminal server -----> terminal server -> modem -> bbs
            bigu.edu             nsfnet              littleu.edu
then that's clearly bad policy on someone's part; dialouts cost money,
there's no accounting for use of the backbone, random people from far
away use your modems to hack someone else's stuff, etc etc.

most bbs's don't have outdials accessible to users, not at least without
some kind of accountability and $$ changing hands.  

so the situation reduces to
	modem -> bbs -----> internet
where the bbs user is more or less accountable, perhaps hasn't read
all of the terms and conditions of all the possible networks their
packets might travel over today because some good old boy plinked
a wire somewhere so that routing changed, and has not likely to be 
funded by any plush gov't grants.

or perhaps
	internet-user ----> bbs (with other modem users there too)
this would be way cool, but I don't see it happening now exc. with
the free bbs's.  like it would be nice to be able to get onto well,
world, PORTAL (HEY D00D), m-net etc. without having to use a modem.
but is this in appropriate use of the network?  i would hope so.
(because it would be likely to expand and extend the network to more
reasonable people and enrich it some.  and it's a com-priv kind of
thing to do.)
