What you mention is an example of a general problem area in which I have
been doing research for 3 years now, which I call resource discovery.
My project has looked at the problem from a number of different
perspectives. If you're interested, you can get papers about the
project by anonymous FTP from latour.colorado.edu, in the directory
pub/RD.Papers.
