unreleased documents should not be put in anonymous ftp
directories for any length of time.  this is particularly
true when you put an uncompressed document with an interesting
name in a world readable directory.

i discovered this text with the help of the "archie" service
at McGill U, a very interesting and effective application
(developed quite without funding from any US sources, to my
knowlege).

if it was nic.cerf.net:/pub/foo.tar.Z it would have escaped
notice entirely.

pleanty of things have "draft" stamped on them, including 
lots of nsfnet policy documnets.  

it is an interesting document.
