While this may in fact be an internal FARNET document, it has
not been shared with the FARNET membership.  Kent England
just suggested to the farnet mailing list that we look at it.

I wasn't even aware that farnet was attaching copyright to
their position papers, interesting.

 Dave, this plan is an internal FARNET working document in draft
 form.  It is an unpublished copyrighted document.  It was pulled
 without authorization and large parts of it have been taken out
 of context and broadcast to com-priv.  Furthermore, the person
 who did this ENCOURAGED everybody else to download the document.
 How would you feel if CREN's internal documents were treated in
 this way?
