When I get a note sent publiclly and its says draft I assume it is
released in draft form -- not an uncommon situation. I certainly
would not like a CREN draft to be circulated UNLESS we released the
draft -- which we have been known to do. I am NOT defending the
person who "released" it but just commenting that people who took
copies are innocent and the person who did the dead should be
criticized
