What you describe about netnews group creation is entirely true and
"merely" policy. Of course, the alt.* hierarchy is a little different.
I've always been opposed to the craziness involved in netnews group
creation (I'm a bigger fan of garbage collection of unused groups),
an oppressive anarchy.
But what does it take to create a LISTSERV group? Can I create
BONDAGE-L (a la alt.sex.bondage)? Or might I run into similar walls?
(and, the final question, is that a problem?)
