What are the formal definitions of "distinct organizational entity" and
"commercial services" in this? For example, is a University network
(let's suppose it offers services in multiple LATAs, which isn't uncommon
for universities), and which is run by a separate organizational entity
inside the university and recharges its departmental customers for
connectivity required to join?
How about the same as the above, but a state system of higher ed network
that recharges its member campuses? What about a state educational
network that is run by a separate piece of the state bureaucracy and
recharges both public and private educational entities for connectivity?
Etc.
Are contract provisions for CIX membership posted anywhere online?
