I apoligize for the ambiguity of my earlier statement. "Networks" may be
taken two ways. I meant it to refer to mid-level networks (e.g. BARRnet,
NEARNet) connected to ANS. I did not mean to refer to a member of a
mid-level network such as a college or university which has its own campus
network.
PSI and Alternet members do not have to join the CIX.
There is not, as yet, a separate document which states all of this
succinctly. After a few more days of exchange on com-priv, we will try to
sit down and synthesize a document which succinctly pulls everything
together.
