Gordon, I would like to offer some help, NSF will of course
prowide accurate information.
My educated guess is that the NSF/FNC has decided to open routing from
CZ over a link to France/INRIA into the US/Internet. This means that
MERIT includes the CZ networks into the NSF policy routing database.
(The old way was to grant them conencted status).
This has nothing to do with the cost of the link itself.

entered on com -priv re the NSF paying for the leased line from Prague
to
where? was it Paris? Was that information correct? If so seems to me
like the NSF sure had a hand in linking the czechs to the net.
