But folks, they had to say something and "adds value" probably seemed
pretty good at the time. The current climate doesn't permit congress to
just out and spend tax money to "compete with private enterprise". They
simply could not just stop the sentence after permitting commercial use.
It would be much more productive if we suggested things that they could
put in the blank where "adds value" sits and has a meaning which is
sufficiently unambiguous to suit our needs.
