Speaking of that fee, does anyone have an accounting how the money for those
two months that ANS was routing CO+RE Dialog packets through government-
sponsored gateways was used to improve the "national" network infrastructure?
Also, as far as anything I've ever seen, ANS has never said that their CO+RE
proposal related to the issue of settlements (although they stopped talking
about settlements after coming out with it). I think the basic reason ANS
hasn't joined CIX is that none of ANS's customers have required it. You could
as the same question why hasn't MILNET, or NSI, DOE or any of the other federal
networks connected to the CIX?
