One possibility is the ultimate market:  When my host wants to send a
packet, it effectively broadcasts:  "What am I bid to get this packet
to 18.70.0.100?"

I guess that really wouldn't work, but the possibility of implementing
nearly any possible economic model is rather intoxicating, isn't it?
