I think it is worth briefly noting that, except in isolated cases, the
UUCP network does not engage in formal settlement agreements. Costs
are negotiated (if at all) on a per-connection basis, usually, who
calls whom, and at what times. This system works for nearly 30,000
systems around the world.

P.S.	Just so there is no confusion, the UUCP network is the set of
	all systems which speak UUCP to each other, and while that has
	sizeable overlap with the USENET (the set of all sites which
	exchange netnews with each other), they are not the same.
