There are a number of possibilities, many dependent on the region you're in.
Where is this firm located?
One entity which tries to track who service providers are, and what regions
they serve is the NSFNET Network Service Center <nnsc@nnsc.nsf.net> (with
ftp archives on nnsc.nsf.net).
