I am glad to hear that the wording of the AUP is under investigation.
However, I think the issue is charges, and government subsidy not AUP.
I would suggest that all ".com" connections be connections without
government subsidy. The value of the AUP or charge rule is if it is simple
enough to be understood and administered. It should be simple for any
carrier to determine if traffic is subsidized by NSF. Using IP network
numbers is well within current technology.
I want to encourage rather than discourage "commercial" traffic on the
internet. I think that Education and Research institutions profit greatly
by the ".com" traffic, and resources on the network.
In addition, I think that Government subsidy should be for National
Productivity Enhancement. Research and Education are very important parts
of that enhancement. The research in networking Testbed, probably network
engineering and routing management also need subsidy to see that they are
done well. This would somewhat of a broadening of the current vision, but
I think is needed to keep USA competitive.
Finally, continued support of the National Internet should not preclude
multiple options for connecting to the Internet. Regionals, independents,
common carriers should all be candidates for participating in the internet.
Grants for continued funding should be established in such a way to
broaden options while preserving interconnection and well managed routing.
