An interesting observation, but not hard to explain. The HPCC crowd
wants capabilities far beyond the current NSFNET, so for them NSFNET
is pre-competitive. The NREN crowd wants connectivity to all the schools,
so NSFNET is also pre-competitive or currently inadequate. The EFF
group also wants greater connectivity, but I suspect that they see
the current internet mechanisms as adequate so long as they are allowed
to grow competitively. And the people who are already using the
net, including the commercial providers, see the current network as
very competitive.
