Gordon, 

The quick answer is that yes, the AGS+ is a T-3 router.  We use V.35 only
for slow speed links (T-1), and use HSSI for T-3 or sub-rate T-3.  We can
easily fill full-rate T-3 links.

I don't know the details of this particular situation, so I'll refrain from
further comments.
