I don't claim what most cost-effective for OARnet is also most
cost-effective for Midnet. I'm just reflecting a lot of frustration
at the messy environment in which one has to run a regional network
that sells commercial connections and why most regionals (including
OARnet) try to talk their customers out of declaring themselves
"commercial" unless it's unavoidable.
NSF would not pay for an OARnet connection to the CIX - they aren't
even paying for my direct connection to ANS/NSFNET. In the eyes of
NSF we are something of an upstart - CICNET being "their" regional
network for Ohio.
The playing field is also not very level for regional networks, and
the lack of universal connectivity is making this situation worse.
