This is a bit ambiguous, which site are you talking about? World, or Umich?

And the age-old problem comes up once again, which end of the communications
link is responsible for making sure the traffic is "acceptable?"
If MICHnet feels that their use of World.STD.COM meets the acceptable use
guidelines, why doesn't MICHnet accept the responsibility and ask NSF to
add it to the NSFNET routing tables?
