E-mail is one of the few "active" transports. Most others, such as
WAIS, Netnews, FTP, Telnet, etc are "passive" in that the end-user has
to do something to even see the contents and merely going about one's
business lets one ignore them entirely. But having mail fill one's
mailbox is fairly hard to ignore with the current technology.

I suspect the real question is active versus passive advertising. The
idea of using headers which allow pre-filtering (I know *I* read my
paper mail over a wastebasket) might help. There are other areas where
this has to be explored.
