Sorry I don't have it split out into a separate file, but if you have
a WAIS client train it on the "sci.virtual-worlds" source file and
look for this document. (a search for 'sac' will find it, probably
also a simple search for 'nren'.) Steve puts the development
of the NREN in the context of early road and rail building and
compares the current row over NSFNET governance to fights between
the US Government and southern power utilities.
Good reading. I think the original appeared about a year ago.
