The National Science Foundation (NSF) plans to issue a Project Solicitation
for "Network Information Services Manager(s) for NSFNET and the NREN" on or
about March 2, 1992. This Project Solicitation will result in one or more
five-year Cooperative Agreements (assistance mechanism rather than
procurement) which would establish NIS Manager(s) for NSFNET and the
National Research and Education Network (NREN). The Cooperative
Agreement(s) will be issued pursuant to the National Science Foundation Act
of 1950, as amended (42 U.S.C. 1861 et seq.) and the Federal Cooperative
Agreement Act (31 U.S.C. 6305). The services to be provided by the NIS
Manager organization(s) will include non-military Internet registration
services; directory and database services; and general information services
such as network reference desk services, coordination services and
educational services. The NIS Manager(s) will function primarily as a "NIS
for NISs" and will also function as a "NIS of first resort" and a "NIS of
last resort" for end users of NSFNET and the NREN. Requests for the
solicitation cannot be accepted by telephone, facsimile or electronic mail.
