The researcher will need to develop models, taking into account at a
minimum the following criteria listed under Functional Models and
then use those models to develop cost projections for the factors listed
under Costs.  Researchers may propose to analyze subsections and not
the entire range of models and costs.

Functional Models

     % Database access
          * Connection of databases to the proposed GPO gateway
          * Routing system to direct searches from the gateway to
               the actual resources
          * System reliability
          * Security

     % Proposed GPO Server
          * Development of a front-end
          * Documentation (online and print)
          * User assistance
          * Machine resources, including ports

     %Accounts Management
          * Payments by users
          * Interagency transfer of funds
          * Authentication of users

     %Telecommunications
          * Use of various telecommunications networks

Potential Costs to GPO

     %Infrastructure
          * Start-up
          * Maintenance
          * Ongoing support
          * Agency access
          * Personnel and management

          * Providing access to existing public access online services
