Only Federal employees are members of the Federal Network Council (FNC), but
the FNC Advisory Committee (FNCAC) is chartered by the NSF under the Federal
Advisory Committee Act, and is subject to all the conditions of that law.
In particular, its meetings are announced in the Federal Register and are
open to the public unless closed - with advance notice - for one of a *very*
small number of reasons. Minutes must be kept.
Wednesday's FNCAC meeting was announced in the Federal Register and all
sessions were open. Minutes were taken.
But I goofed; it certainly should have been announced on the 'net, too.
Future meetings will be, and the agenda posted as well when it is known.
Future agendas will provide time for public comment. Meeting minutes will
be available for anonymous ftp on nis.nsf.net in directory CISE.
