 	Well, that wasn't what we focused on.  However, the concept of
 	mandating fixed fees or rejecting use fees in the NREN would be
 	ideal for the users but would rule out SMDS provider/tarrifs etc.
 
 Only if the SMDS providers are foolish enough to charge by the packet
 instead of by the pipe width into their network. That issue is still
 not settled with them - we are involved in an SMDS trial with Pac*Bell,
 and they claim not to have made that decision yet.
 
Each RBOC will make their own choices; however, the majority of them
appear to be going for usage.  "just like a telephone" if I have
my quote correct.
