Check your tariff book again. Within some metropolitan areas, you
can get gigabit-ready links for about the price of T1 line. In the Boston,
there's fiber available in the subway tunnels. In parts of greater New York,
folks are renting fiber that is strung over telephone poles (at a few cents
per phone pole per month).
