The $250/month vendor, PSI I believe, instead
offers a whole range of low-end connectivity solutions and leads
me to believe a different philosophy toward accommodating and
supporting low-end users.

Hmmm. it could be us, but we have servious all the way down to $19/month
for dialups service for an individual through $300/month for organizations.
