TCP/IP was originally developed in a wide-area context. In fact, its
use in LANs was, as I recall, highly controversial when it was
seriously considered, around 1980. My impression is that it is
specifically the benefit of having ONE infrastructure protocol set
that won the day, rather than having a set of such protocols, each
tuned to different environments.
