The operational words are "recommendations to NSF". Other inputs include
the two Harvard workshops, a FARNET-sponsored workshop currently being
planned, a study by the National Academy, and more.
"Gigabits for the few" is NOT an issue; the Interim NREN program we're
talking about here is NOT the gigabit net.
During FY90 we gave grants to connect over one hundred primarily
undergraduate institutions to the NSFNET. They won't be neglected in the
NREN, either.
