Its all actually very simple. The central comp centers (CC) were
viewed as a foreign and unfriendly foes by many users. The CC ran a
rigid system, imposed "high" prices, was over staffed etc.
Along came the workstations and suddenly FREEDOM. The results we see
and the reaction of the CCs was to try to keep the cash flow up
through taxes and charges on those new breasts.
Whether the above is true is irrelevant, it is viewed that way by a
lot of faculty and scientists in academe and industry.
